How about we ditch everything else and adopt

0x20 space
0x21 dot row position 1
0x22 dot row position 2
...
0x38 dot row position 24
0x39 zero-width row joiner
0x40 zero-width column joiner

Get rid of some control codes, and we could make this a 5-bit encoding for
a truly universal character set.
