I guess my thinking is that this problem needs metadata, and if we want
metadata, then it should either be in some higher-level protocol external
to a file, or if it's in the file that it should be using markup, not plain
text. (That's, I believe, what is most objectionable to the plain-text
language tagging.) This is metadata, not content. Markup is perfectly
suited to handling metadata.
