Regarding the keyboard, see
http://www.microsoft.com/globaldev/keyboards/keyboards.asp and choose Hebrew.
Our keyboards are bi-lingual, they come with two keyboard languages, Hebrew and
English, same as 8859-8. I suppose it would be possible to define a
Yiddish-English or Hebrew-French keyboard. When we type an English phrase within
Hebrew text, we hit Alt-Shift to switch keyboard language.
