Yes. And where could it be a problem?
A user is not expected (much less required) to use the full range of
Unicode, nor even the full range of characters that make sense for her
script or her mothertongue.
(Actually, any new character "for Portuguese" to be introduced in Unicode
would not make any sense for any Portuguese nor any Brazilian, except a few
scholars.)
