Take a look at the NumberFormat class hierarchy. It should handle all
decimal digits that are identified as such by the Unicode Standard.

In addition to the base JDK, the ICU4J library supports many more
locales and provides advanced features. It works on both Java 1.4 and
Java 5. http://ibm.com/software/globalization/icu
