Unicode and RFC 4690

    RFC 4690 documents a certain number of difficulties resulting of the
    choice of Unicode as the reference table of the punycode process. The
    discussion implies that the process should use instead what I would
    name a grapheme universal table.

    1. I do not think this to be uncompatible with Unicode?
    2. is there an attempt to develop such a table?
