Someone in this group can correct me, if I am wrong.
I don't think unicode will accept new symbols directly for encoding. First
they need to be popular in outside world (blogs, websites etc.. ) or they
ened to be present in one of the world scripts(like Telugu, Latin, Greek,
Harappa etc.. )

You may want to popularize your symbol in external world first and then try
to include in unicode encodings.
