They are intended for the 21 trump cards (atouts) and the Fool (l'excuse)
of the French Tarot playing card set, see

From an encoding perspective, this character set can (together with the
already encoded playing cards) regarded as being unified with symbols
representing the fortune telling card set known by the same name,
as this is structurally equivalent and historically related to that set.
