    Word 2007 uses a glyph from the font Symbol for the black circle, U+25A0
    (Times New Roman) for the black square, U+006F (o) from Courier New for
    the white circle, a glyph from WingDings for the smaller black square –
    in short, a bloody mess.

    Nothing prevents the user from choosing appropriate symbols from Unicode
    there, it just isn't the default in most cases.
