A perhaps little-known fact is that it isn't necessary to get blessing
from the ConScript Unicode Registry or any other organized collection of
PUA assignments in order to use the PUA. Any individual or organization
can define PUA code points and either use them internally, or publish
the definition somewhere and use the code points publicly with a pointer
(explicit or implicit) to the definition. Apple, Microsoft, SIL, MUFI,
etc. have all done this.
Luke-Jr has already published his code point assignments for tonal
digits and musical clefs on his Web site. He can publicize this
"private agreement" and use it to begin exchanging data any time, and
the data will be just as official as if it had appeared in CSUR (i.e.
not official at all). It's not necessary to expand the scope of CSUR,
haggle over the definition of "script," or attack each other personally.
