Yes, exactly. It's a big job.

The old Fenn 5000 Character Chinese-English dictionary had a
list of 899, and a more up-to-date list is presented in the
Koukanwajiten (the 4-volume abridgment of the large Morohashi,
1982) in an Appendix on page 973. About 930 phonetic hemigrams
are listed there.
