  If what he asked for is only 'display' of Unicode, I think
locale-dependent approach is not so attractive as locale-free approach.
For instance, if Netscape had adopted 'locale-dependent' approach in
Netscape 3.x/4.x for rendering of web pages, most East Asian users of
Linux and FreeBSD (where multibyte locale support were only recently
introduced) would not have been able to view web pages in their native
languages

  Certainly, this is one of a few forums where he can find a lot of
feedbacks. However, I'm wondering if X11 is only and best way to
display Unicode texts especially because he's looking for a solution
for embedded devices.
