(a) The latest beta of Keyman 5 implements Unicode support in RichEdit 3.0 under Windows 95/98, so you shouldn't need the as-yet-unreleased RichEdit 4. I understand that RichEdit 4 will be released with Office XP, but will probably not be redistributable outside of that.

(b) Yes, assuming the application can cope with the Unicode characters in the data. Most probably would, but I haven't tested any specifically other than WordPad.

(c) As far as I am aware, no applications on the market today support WM_UNICHAR. I have implemented support for Unicode input into MS Word 97/2000, and RichEdit controls, both via WM_UNICHAR hacks.
