AFAIK, it is only currently available from Office XP. Perhaps this will
change at some point? I would hope for a redist pack so that one could
install it if one were a developer who was doing this sort of work.

Only applications that have code to use the message can... thats how
messages work under Windows.

I doubt there are very many at all, yet. People have to write them (see
