All russians I ever refered this to (and I lived 18 months in Chuvashia)
were quite baffled by the notion. Only russian linguists and philologues
seemd to understand the reason behind this western urban myth.

"ý" (U+1065) is modernly rather a soft "sh", like polish "s+acute".
