AFAIK, the partial consistency is a design feature of ISO Latin-1--4. A
special case of this partial consistency is, that the german special
letters are available in all 4 standards with the same codepoints. This
special case also holds for latin-5, but unfortunately not for latin-6
where the sharp s was moved around.
