Sampson gives Ruga. And so do 28 documents searched in Google. Google
gives none with Rufa (for what it's worth).
One of the references is a course in Indo-European in Switzerland
which discusses Spurius Ruga in the context of orthographic reform.
Anyway poor Spurius (who is also known for being the first Roman to
get a divorce apparently) would certainly have had reason to invent
the letter G if everyone kept calling him Ruca all the time and he
got tired of it.
One of the Google documents is in Latin and discusses the divorce and
calls him Ruga.
